Background: House Bill 194 drastically changes the voting process in Ohio to make it harder^- to vote. This legislation will do the following:

· Eliminate the "Golden Week" of registering to vote and voting the same day

· Limit the early voting in person from 35 days to just 12 days.

· Reduce early voting by mail to just 2 weeks.

· Eliminate Sunday voting completely.

· Require that Saturday early voting hours end at 12 noon, no matter how large the county.

· Eliminate voting on the Friday, Saturday and Monday before the election, which is typically the busiest time for early voting.

· Prohibit the Board of Elections from mass mailing absentee ballot applications, used by large counties lessen election day lines

· Prohibit the Board of Elections from paying the return postage on an absentee ballot application, which puts an extra burden on the voter.

· Prevent local Boards of Elections from creating additional early voting locations without at least three board members agreeing.

· Removes the requirement that trained poll workers tell a voter if he or she are in the wrong precinct and that their vote would not count,

· Provisional ballots would require driver's license number, full social security number or State ID number,

· Eliminate the 10 days after a voting provisionally a voter has to prove his or her identity to the Board of Elections.

· Invalidates a vote even when intent is clear, for example: if a voter checks the box of their candidate and then proceeds to write the name of the candidate next to the box, their vote is not counted.

What this means to you: This legislation will undoubtedly lead to voter confusion and chaos on Election Day. House Bill 194 will make in harder and more inconvenient for seniors, working families, students and others to exercise their right to vote.

Saudi women get right to vote, but can't drive yet

RIYADH, Saudi Arabia (AP) — Saudi Arabia's King Abdullah, considered a reformer by the standards of his own ultraconservative kingdom, decreed on Sunday that women will for the first time have the right to vote and run in local elections due in 2015.

It is a "Saudi Spring" of sorts.

For the nation's women, it is a giant leap forward, though they remain unable to serve as Cabinet ministers, drive or travel abroad without permission from a male guardian.

Saudi women bear the brunt of their nation's deeply conservative values, often finding themselves the target of the unwanted attention of the kingdom's intrusive religious police, who enforce a rigid interpretation of Islamic Shariah law on the streets and public places like shopping malls and university campuses.

In itself, Sunday's decision to give the women the right to vote and run in municipal elections may not be enough to satisfy the growing ambition of the kingdom's women who, after years of lavish state spending on education and vocational training, significantly improved their standing but could not secure the same place in society as that of their male compatriots.

That women must wait four more years to exercise their newly acquired right to vote adds insult to injury since Sunday's announcement was already a long time coming — and the next local elections are in fact scheduled for this Thursday.

"Why not tomorrow?" asked prominent Saudi feminist Wajeha al-Hawaidar. "I think the king doesn't want to shake the country, but we look around us and we think it is a shame ... when we are still pondering how to meet simple women's rights."

The announcement by King Abdullah came in an annual speech before his advisory assembly, or Shura Council. It was made after he consulted with the nation's top religious clerics, whose advice carries great weight in the kingdom.

It is an attempt at "Saudi style" reform, moves that avoid antagonizing the powerful clergy and a conservative segment of the population. Additionally, it seems to be part of the king's drive to insulate his vast, oil-rich country from the upheavals sweeping other Arab nations, with popular uprisings toppling regimes that once looked as secure as his own.

Fearing unrest at home, the king in March announced a staggering $93 billion package of incentives, jobs and services to ease the hardships experienced by some Saudis. In the meantime, he sent troops to neighbor and close ally Bahrain to help the tiny nation's Sunni ruling family crush an uprising by majority Shiites pressing for equal rights and far-reaching reforms.

In contrast, King Abdullah in August withdrew the Saudi ambassador from Syria to protest President Bashar Assad's brutal crackdown on a seven-month uprising that calls for his ouster and the establishment of a democratic government.

"We didn't ask for politics, we asked for our basic rights. We demanded that we be treated as equal citizens and lift the male guardianship over us," said Saudi activist Maha al-Qahtani, an Education Ministry employee who defied the ban on women driving earlier this year. "We have many problems that need to be addressed immediately."

The United States, Saudi Arabia's closest Western ally, praised the king's move.

In Washington, National Security Council spokesman Tommy Vietor said it recognized the "significant contributions" women have been making in Saudi Arabia. The move, he continued, would give Saudi women more ways to participate "in the decisions that affect their lives and communities."

The king, in his own remarks, seemed to acknowledge that the Arab world's season of change and the yearning for greater social freedoms by a large segment of Saudi society demanded decisive action.

"Balanced modernization, which falls within our Islamic values, is an important demand in an era where there is no place for defeatist or hesitant people," he said.

"Muslim women in our Islamic history have demonstrated positions that expressed correct opinions and advice," said the king. [NS_Huh?]

Abdullah became the country's de facto ruler in 1995 because of the illness of King Fahd and formally ascended to the throne upon Fahd's death in August 2005.

The king on Sunday also announced that women would be appointed to the Shura Council, a currently all-male body established in 1993 to offer counsel on general policies in the kingdom and to debate economic and social development plans and agreements signed between the kingdom with other nations.

The question of women's rights in Saudi Arabia is a touchy one. In a country where no social or political force is strong enough to affect change in women's rights, it is up to the king to do it. Even then, the king must find consensus before he takes a step in that direction.

Prominent columnist Jamal Khashoggi said that giving women the right to vote in local elections and their inclusion in the Shura council means they will be part of the legislative and executive branches of the state. Winning the right to drive and travel without permission from male guardians can only be the next move. [NS_Can a male not drive her to vote or "permit" her to vote?]

"It will be odd that women who enjoy parliamentary immunity as members of the council are unable to drive their cars or travel without permission," he said. "The climate is more suited for these changes now — the force of history, moral pressure and the changes taking place around us."

WASHINGTON (AP) — After years of debate and months of final preparations, the U.S. military passed a historic milestone Tuesday with the repeal of a ban on gays serving openly in uniform.

Repeal of the 18-year-old legal ban took effect at 12:01 a.m. EDT, ending a prohibition that President Barack Obama said had forced gay and lesbian service members to "lie about who they are."

Some in Congress still oppose the change, but top Pentagon leaders have certified that it will not undermine the military's ability to recruit or to fight wars.

Obama issued a statement saying he is confident that lifting the ban will enhance U.S. national security.

"As of today, patriotic Americans in uniform will no longer have to lie about who they are in order to serve the country they love," he said. "As of today, our armed forces will no longer lose the extraordinary skills and combat experience of so many gay and lesbian service members."

The Army was distributing a business-as-usual statement Tuesday saying simply, "The law is repealed," and reminding soldiers to treat each other fairly.

"From this day forward, gay and lesbian soldiers may serve in our Army with the dignity and respect they deserve," said the Army statement, signed by Army Secretary John M. McHugh, Army chief of staff Gen. Raymond Odierno, and the Army's top enlisted soldier, Sgt. Maj. of the Army Raymond F. Chandler III.

The commander of Air Mobility Command, Gen. Raymond Johns, told reporters that repeal is being taken in stride in the Air Force.

"It really hasn't come up in any significant conversation" he has had recently, Johns said. "It's not a big deal."

Defense Secretary Leon Panetta and the chairman of the Joint Chiefs of Staff, Adm. Mike Mullen, scheduled a Pentagon news conference to field questions about the repeal. And a bipartisan group of congressional supporters of allowing openly gay service planned a news conference on Capitol Hill.

Gay advocacy groups began a series of celebrations across the country.

At a San Diego bar, current and former troops danced and counted down to midnight. "You are all heroes," Sean Sala, a former Navy operations specialist, said. "The days of your faces being blacked out on the news — no more."

The head of Pentagon personnel put out a memo to the work force at 12:01 a.m. EDT. "All service members are to treat one another with dignity and respect regardless of sexual orientation," the memo from Clifford Stanley said.

"The Department of Defense is committed to promoting an environment free from personal, social or institutional barriers that prevent service members from rising to the highest level of responsibility possible regardless of sexual orientation."

In Iraq, a spokesman for U.S forces put out a statement Tuesday morning noting that all troops there had been trained for the change.

Pentagon press secretary George Little said Monday that the military is adequately prepared for the end of the current policy, commonly known as "don't ask, don't tell," under which gays can serve as long as they don't openly acknowledge their sexual orientation and commanders are not allowed to ask.

"No one should be left with the impression that we are unprepared. We are prepared for repeal," Little said.

Last week, the Pentagon said 97 percent of the military has undergone training in the new law.

For weeks the military services have accepted applications from openly gay recruits, while waiting for repeal to take effect before processing the applications.

With the lifting of the ban, the Defense Department will publish revised regulations to reflect the new law allowing gays to serve openly. The revisions, such as eliminating references to banned homosexual service, are in line with policy guidance that was issued by top Pentagon officials in January, after Obama signed the legislation that did away with the "don't ask, don't tell" policy.

The lifting of the 18-year-old ban also brings a halt to all pending investigations, discharges and other administrative proceedings that were begun under the Clinton-era law.

Existing standards of personal conduct, such as those pertaining to public displays of affection, will continue regardless of sexual orientation.

There also will be no immediate changes to eligibility standards for military benefits. All service members already are entitled to certain benefits and entitlements, such as designating a partner as one's life insurance beneficiary or as designated caregiver in the Wounded Warrior program.

Gay marriage is one of the thornier issues. An initial move by the Navy earlier this year to train chaplains about same-sex civil unions in states where they are legal was halted after more than five dozen lawmakers objected. The Pentagon is reviewing the issue.

Service members who were discharged under the "don't ask, don't tell" law will be allowed to re-enlist, but their applications will not be given priority over those of any others with prior military experience who are seeking to re-enlist.

Some in Congress remain opposed to repeal, arguing that it may undermine order and discipline.

A leading advocate, House Minority Leader Nancy Pelosi, said Monday the repeal is overdue.

"Our nation will finally close the door on a fundamental unfairness for gays and lesbians, and indeed affirm equality for all Americans," the California Democrat said.
